Youth Employment and Training Project


Youth and unemployment is one of the challenges facing Somaliland, in the recently developed National Youth Policy of Somaliland, the Ministry of Planning stated that the youth in Somaliland constitute around 70% of the population and although there are many problems faced by youth, unemployment is among the top challenges. If this issue is not tackled, its impact will be serious challenge to the stability of the country.

Besides the Somaliland government, private companies, local & international organizations and some UN agencies are engaged in creation of employment opportunities for the youth in Somaliland. Candlelight is one of the local organizations that supports youth employment through skills training, provision of tools, safety materials and seed capital.

Project overall goal:

The Goal of the Program is to improve the standard of living among the youth of Somaliland.

Specific Objective:

  • Increase capacity of a developing network of local non-governmental organizations to conducts successful youth job and business placement programs. This is to be accomplished Candlelight serving as a mentor and monitor of at least one new USADF grantee.
  • increased capacity of the Recipient o plan and manage training and Technical assistance activities for youths ,a s indicated by:
    • The successful anticipation 140( 70 male and 70 female) youths in classroom and on{he-job skills training programs, with the following course breakdown: 15 in auto mechanics; 15 in hospitality; 15 in henna decoration; 15 in carpentry; 25 in beekeeping, 20 in pastry making, 15 in masonry and 20 in tailoring.
    • The award of start-up grants for new businesses is pastry making, henna decoration, carpentry, and tailoring covering up to 80 participants
    • Implementation of a monitoring and evaluation programme as indicated by the Recipient’s timely identifications remediation

Project Period: July 2014-July 2016

Targeted Locations: Burao and Ainabo districts

Main Activities:

  • Support of the youth job and business development program
  • Develop a community information plan to insure that the transparent program implementation plan is understood.
  • Develop approved selection criteria and a process to choose the program beneficiaries from youth populations in Somalia
  • Identify and select appropriate employers for on the job training experiences are providing appropriate skill training to beneficiaries
  • Use an approved system to ensure classroom training and on the job training experience are providing appropriate skills training to beneficiaries.
  • Provide beneficiaries with appropriate tools and sufficient materials for the duration of the training sessions.
  • Provide beneficiaries with appropriate to the on the job training as well as to the ultimate targeted field of employment the participants of the various training programs will be as follows, 15 in auto-mechanics, 15 in hospitality, 15 in henna decoration, 15 in carpentry, 25 in beekeeping, 20 in pastry making, 15 in masonry, and 20 in tailoring.
  • Provide training on leadership skills, savings, and team work to all beneficiaries.
  • Work closely with the female trainees to ensure inclusion of appropriate skill areas in which women have an interest and ensure women are supported in specific areas; for instance a specific accommodation to be made for women who requested support to set up business from home to allow them to take care of children at the same time.
  • Certify beneficiaries who successfully complete the training session activities.
  • For each training cycle, provide USADF with two one page success stories and photographs suitable for publication. The success stories should document the experience of beneficiaries who obtain jobs and start their own businesses.
  • Provide trainees in auto-mechanics and beekeeping appropriate protective gear and instruction on safe practices.
